All the UK regional police force websites outsource their hosting to third party companies, usually with a CMS provided so the web administrator can update it from the force HQ. I did some work on one, they had a single Webmaster with another lady who chipped in an afternoon here and there, plus other access was granted to the press office for the news section, HR for job postings, and other little things like someone on the helicopter crew allowed to update this small page which was sort of a blog for air support call outs. The only forces which don't necessarily outsource it are the Met, ones in Scotland and the Garda (but they probably all do).Understanding this all I can suggest is that Durham got targeted because some opportunist found a vulnerability in the system of the hosting company and then looked at a list of all the sites they host and found the most exciting one to damage. I'm surprised they needed a study for this. About seven years ago I worked for a large pharmaceutical company and had the absolute boss from hell. I'm a programmer and she was a director who somehow got her job although she could scarcely add an attachment to an email. What's more, she *knew* she didn't know her ***** and therefore compensated by being a super bitch. The ***** she did was legendary.o I didn't see this one personally, but my direct manager told me about a meeting where she was stressing out a guy so much that his nose started to bleed right there!o Another worker in another department (we used to go to lunch all the time, so I knew him) used to be an amateur bodybuilder. He even showed us pics of him competing. He was transferred to her department. Within three months of working for her, he was on blood pressure medication for the first time in his life.o She once deducted money from a *salaried* employee for showing up late. When this same employee (the manager in the first bullet point) mentioned to her that during that same period there were two days that she worked over 14 hours, the bitch (and I *rarely* call women bitches, but she more than deserved it) responded, "But you're a salaried worker. You don't get paid overtime." (!!!)o The guy I was taking over for (who was extremely smart) landed up getting an ulcer working for her.There are more stories like this, but I'll cut it here. Long story short, I was fired after only six months because I actually challenged this bitch. It was the best thing that could have happened to me all things considered because it got to the point where I could feel the constant stress of the poisonous environment affecting me.?
I heard a saying once that no politician that ever went to Washington came back poor. It is so true. Gone are the days of public servants. These politicians go there and wheel and deal with our tax dollars. They also invest in companies that they help to make rich by putting through legislation to help them.So many people get worked up about the CEOs getting "rich off the little people", but have no problem with rich politicians who got that way making deals with the same rich CEOs that they are upset about. With companies we get something for the money that we give them (product or service) that supports them and if we work for them, we enter into a contract willingly. With the politicians, if they want more money, they pass legislation to raise taxes and then collect them with the threat of jail for non-compliance and then use our dollars to make deals that will line their personal pockets. There is a distinct difference between corporatism and capitalism. Unfortunately, our government currently supports corporatism, not capitalism. That is what all the lobbying has brought to our country. It's sad that so many do not understand this distinction and turn to government to help them to keep the corporations in line when they are the very ones enabling them to grow bigger and more powerful.

It's an interesting idea, but the world of graphic design is constantly changing. Cool new formats and revolutionary designs work in the short term, but quickly go out of style. Look at graphic artist's websites every 3-5 years since 1998. The examples on this article look like wallpapers included in Vista. Yeah they are modern, but in 5 years, when Adobe comes out with the next version of Illustrator, those bills will look really dated. I'm all for a new design, but it needs to be truly revolutionary to last, not just the current graphic artist's fad.
