Probably because being massively multiplayer, the detail has to be toned down a bit to accommodate the greater number of on screen characters at any given time than what would typically be in a single player game. Since the game world isn't as scripted and set in stone as a single player game, the devs have to make allowances for the possibility that there could be dozens if not hundreds of characters and creatures swarming an area at any given moment.
Not sure if the soldiers have a case when it's the military determining the necessity of burn pits and where to put them.
